Carlisle Village Court is owned by the non-profit corporation Carlisle Elderly Housing Association Inc. (CEHA). CEHA is overseen by a Board of Directors comprised of Carlisle residents. To assist it in operating Village Court, CEHA has hired a management company - The Hodges Companies - to conduct day-to-day operations. Residency Requirements

Village Court residents must meet the income guidelines and be 62 years of age or older. Handicapped or disabled persons may be residents regardless of age. Residents meeting these requirements may be eligible for rental subsidies. In 1979 a group of Carlisle citizens banded together to form Carlisle Elderly Housing Association Inc., a non-profit corporation, for the purpose of providing senior housing in Carlisle.  The corporation obtained land from the Town of Carlisle and a private party - and with the aid of funds acquired from the US Department of Housing and Urban Development and USDA Rural Development, and other funds, it built Carlisle Village Court.
